No, that is not the reason of it~
Main reason is, if you keep the cover open while you flush it, the bacteria/microorganism can travel up to 6m in the air, stay for few hours, and get contact on wall or other thing subsequently.
It will cause all utensils easily get in touch with the bacteria..
That is why we should cultivate our habit to close up the toilet bowl's cover before you flush to avoid those bacterias go into your mouth through your tooth brush. :pOps.. Coincidentally written related story about toilet bowl...lol : Water saving
